Village of North Pekin


1.  A deposit of $60.00 must be paid before the water service is connected at any residence.

2.  Any outstanding water bills not paid by the prior water user, which includes amount not covered        
by the previous owner's deposit after applied to the account, must be paid in full before the water
service will be reconnected.

3.  The deposit shall be refunded to the owner of a residence after 12 consecutive payments with no
penalties posted to the account.  The depositor must request the deposit refund.

4.  The deposit will not be refunded to renters until the renter vacates the property.

5.  When the resident vacates the property and has a deposit on file, any outstanding water bills will be
paid from the deposit, and any remaining portion of the deposit (if any) will be refunded to the water
user after the approval of the water committee, and must appear on the bill sheet.

6.  If the resident moves from one residence to another residence in the Village, the water bill from the
prior residence must be paid in full before the deposit can be transferred to the new residence.

7.  If  the owner of a property in the Village has established good credit and owns rental property in the
Village, the water service will be connected without a deposit, with the understanding that the water
service billing will be in the owner's name, and that the owner will be responsible for the water bills.

8.  If the water service is disconnected for nonpayment of the water bill, the water service will not be
reconnected until the outstanding bill is paid in full during normal office hours of Monday through
Friday 8:00am to 5:00pm, the following applies to the residence for reconnection:
a.  A reconnect fee of twenty dollars ($20.00) for normal working hours, or a reconnect fee of fifty dollars
($50.00) for after hours.
b.  If a water department employee is called out after normal working hours, a fee of fifty dollars ($50.00)
will be charged, unless the employee on call determines the call was an emergency, and then no fee
will be charged.
c.  Once a reconnection of water service has occurred the water user shall be placed on probation for
six (6) months.  If another disconnect occurs during the probationary period, an additional five dollars
($5.00) will be added to the last disconnect fee to reconnect.  The probationary period will be removed
after six (6) months from the last reconnect, not from the first disconnect.
d.  Any resident requesting reconnect after normal working hours must meet the water department
employee at the Village Office, and the employee must verify that the correct dollar amount for
reconnection is deposited into the night deposit box.
e.  At no time will the water department employee handle any money for water service after normal
office hours.

9.  Customers that have received a disconnect notice will be notified before the disconnect date (if
possible) by one or all of the following
methods:
a.  On the first working day of each month, the customer will be mailed a pink disconnect postcard
stating the date and time at which the service will be disconnected.
b.  Notification when the water user has entered the Village Hall for unrelated issues.
c.  By phone, either the day before or the day of disconnect.  This will require that the water user
supply their phone information for this purpose (this method shall be limited to two (2) calls a day
only).
d.  Notification by the Public Works employee.  This occurs when the water user is in the process of
disconnection and approaches the employee asking for time to pay the outstanding bill.  In this case
a grace period of one (1) hour will be allowed with no disconnect fee.  After the grace period the
disconnect shall be completed as scheduled plus the disconnect fee will be applied.

10.   Procedures for checks returned to the Village due to insufficient funds, or any other reason:
*  Resident will be charged a service fee of  twenty five ($25.00) for each returned check.
*  After two (2) returned checks are received in a six (6) month period, no additional checks will be    
 accepted for one (1) year.
*  The resident will be contacted and given five (5) business days to correct the returned check, and
  if it is not corrected, water service will be disconnected.

11.  Outside water meter to be used on a resident's faucet outlet: (no sewer service charge if water
does not enter sewer system).
A.  The water department shall grant resident's the use of a water meter on the resident's outside
    faucet under the following conditions:
      
1.  Resident requesting this service must complete an application at the Village Hall office.
     
 2.  The cost of the meter and all installation costs of material and labor are the responsibility
           of the owner.
      
3.  Water department employees will record the meter reading on the date of the application.
      
4.  Water department employees will read the meter on April 15th and October 15th of each
           year and any refund on sewer service will be deducted from the next water billing
           statement.  All water used according  to the meter will be charged at the present regular
           water  rate being used.
     
 5.  Any tampering or violation of the meter will be cause for the service to be disconnected.
B.  Swimming pool applications must be completed for each filling at the Village Office.  
    Residents will not be charged for sewer service on the amount of water used to fill the swimming         
     pool.  The water department will furnish for two (2) days, a water meter that will be attached to
    the outside water faucet of the residence.  This amount of water will be deducted from sewer
    service.  Residents requesting swimming pool water filling service will be responsible for any
    damage or loss of village water meter.
C.  Water department rules for use of the water meter on the resident's outside water faucet may be
    used for watering lawns, garden and the filling of pools.

12.  Disconnect day is five (5) working days after the water bills are mailed, but never on a Friday.

13.  A ten percent (10%) penalty will be added to all outstanding water bills on the sixteenth (16th) and
after the thirtieth (30th) of each month. No penalty will be charged on any water bills with full payment
deposited into the night deposit box before eight (8:00) am on the sixteenth (16th) or the thirty first
(31st).   If the sixteenth (16th) or the thirty first (31st) of the month falls on a day the office is closed, the
date of penalty will be the next working day.

14.  If a resident needs an extension on paying a water bill, they must contact the Village office.  The
Village office secretary may give an extension of not more than one (1) week.  If a longer extension is
requested, approval by a member of the water committee is required.  All extensions must be requested
before the service is disconnected.  If service is disconnected and an extension is requested, approval
of an extension can only be made by any member of the water committee.

15.  If a resident pays in excess of the amount of his water bill, the excess amount will be applied to the
following month's bill.  No cash refund will be given.

16. Water service will not be connected at any residence unless the resident is at home. A resident may
request water service be disconnected for a period of time, such as vacation, etc.  The water
department employee will reconnect the service during normal working hours at no charge to the
resident, only when the resident requests reconnection.

17.  If a resident will be away from the residence for a period of time, and requests his water service be
left on, he may pay the bill in advance. The resident must notify the office upon return to the residence.

18.  When a water leak has been detected at a residence or commercial property, a visual inspection
shall be performed to determine the general location and amount of water loss.  If the loss is due to a
damaged pipe that is the owner's responsibility to repair, the owner will be contacted (if possible) and
they will be required to make the necessary repairs within 24 hours after the JULIE locates have been
completed.  Any leakage that may be considered a health threat or is a non-metered leak, the water
service will be turned off immediately and not be put back in service until repairs are completed. After a
visual inspection has been made, the Superintendent of Public Works shall have the right to turn the
service off or determine the course of action to be taken whether it is the customer's or Village's
responsibility. This includes any employee that represents the Public Works Department when the
Superintendent of Public Works is unavailable.

19.  All water bills are calculated on a rounded off basis. Example - $ .05 or more is increased to the
higher cent, AND $ .05 or less is decreased to the lower cent.

20.  The water department has a meter that can be attached to water hydrants.  If a user requests to use
the water directly from a hydrant the following applies:
a. The user must complete an application at the Village office.
b. Pay a $25.00 nonrefundable hookup fee.
c. The village will furnish the water meter to be attached to the hydrant.
d. The water user must furnish the hose to be attached from the meter.
e. The user must take all responsibility for any damage or loss of the water meter at the current
 replacement cost.
f.  The water user will be charged for the amount of water registered on the meter. There will be no
 charge for the sewer service since the water is not going into the sewer.
g. The billing for water usage will be on a monthly basis or if less than a month on the last day of
 service.

21.  Any elected Village Board Member has the authority to contact the water department employe's
after normal working hours and request the employee reconnect a water service that has been
disconnected, but rule 8 applies.

Water Policy rules were modified September 12, 2005 (with the addition of #18), and numerous      
      changes on July 29, 2008 by the Water Committee and North Pekin Village Board.
